Closed Chechen Web site reopens out of Finland
HELSINKI, Oct 9 (Reuters) - A Web site used by a Chechen warlord to claim responsibility for last month's school siege in Russia has come back online based out of Finland, three weeks after Lithuania shut it down following pressure from Moscow.
Nordic telecom operator TeliaSonera said on Saturday it was hosting the site, www.kavkazcenter.net, and that there were no grounds on which it could be closed down.
The Kavkaz Center site was used by Shamil Basayev to claim responsibility for the Beslan siege in southern Russia, where more than 320 people, half of them children, were killed.
"Our lawyers and police have checked this during the last 24 hours, and there is no content that would allow us to close the (site)," TeliaSonera spokesman Jyrki Karasvirta said.
He said according to Finnish law the site could only be shut if it posted child pornography or racist or bigoted content.
"We have an agreement with the client, and we have no legal right to close it," he added. Karasvirta said a company owned the site, but gave no further details.
A note posted on the site said it was experiencing serious funding problems and asked readers for financial help or sponsorship.
The Lithuanian state security department blocked Kavkaz Center's site on Sept. 18, under pressure from Moscow, shortly after Basayev posted a statement saying he was behind a wave of attacks in Russia.
Among those were the school siege, the near-simultaneous downing of two passenger planes and a bomb attack in Moscow.
In his statement posted on the site, Basayev also said his violent campaign for an independent Chechnya would continue.
Chechen separatists have fought Russian rule for a decade and the region has long been a problem in cooperation between Russia and Western countries, many of which question Moscow's rights record as it fights separatism.

Muslim women should breed children to become suicide bombers, according to lecture given by the radical Islamic cleric Abu Hamza al-Masri.
Hamza, who has been indicted by the US on 11 terrorism charges, makes the plea on an audio tape that has been circulating among his followers.
The tape is currently being studied as part of the legal attempt to extradite Hamza to the US.
The inside story of the investigation into Hamza is disclosed in a new book called Terror Tracker by the investigative journalist Neil Doyle.
On the recording, Hamza refers to a suicide bombing in Israel and says: "Last week we seen a mother...she put happiness in the hearts of every Muslim on earth and for years to come.
"She took her son, she took him herself, and she filmed a video with him for him to go and do a martyrdom operation against the Zionists.
"She's encouraging him. She's left a message for the Ummah [Islamic nation] - "this is my son, I'm giving him for you, for the Ummah of Mohammad to wake up, for the mothers to follow!
"And he wrote a will and said how much his mother she was encouraging him. And she was waiting all night and after that he went for his mission. Waiting all night, not for the news that her son had passed his A-level [British school exam] or he has got his degree, or he has married the most beautiful woman in the club, but he was shaheed [martyred] and he inflict a lot of suffering and terror in the hearts of Zionists!
"...this happened right now in the front of us, in the television [sic], we have seen the tape, you've seen the video - if you haven't seen it, go and ask for it!
"Everywhere, these are the women of mass destruction to the kuffar [unbelievers], and these are the action [sic] that put terror in their hearts.
"This kind of women, when they miss their killed children, they don't go and look for their graves...they look for their position in paradise, so they become more happy, more anxious to go and see them, they want to sacrifice more and more ."
Hamza is currently being detained at the high-security Belmarsh prison in east London pending a court hearing.
The tape was one of dozens handed over to the authorities by a British uncover investigator, Glen Jenvey, who infiltrated Hamza's group at the notorious Finsbury Park mosque in London.

Radical Islamic Cleric Abu Hamza Would Apparently Like PLO Chairman Arafat Dead
In a recording discovered by a British freelance undercover investigator, jailed radical Islamic cleric Abu Hamza al- Masri is heard raging against the Palestinian Liberation Organization's Yasser Arafat and even apparently wishing for his death.
He says (If) "this stupid Arafat going to give his blood to prostitution, I wish they committed him to a compressor to take all his blood and threw him like a cockroach into the dustbin as his life and death is not worth anything."
Glen Jenvey, the investigator who infiltrated Hamza's controversial Finsbury Park Mosque and his shadowy circle, and was able to obtain this and many other recordings, said on some of the other tapes that Hamza is again heard talking about Arafat and Arab sheikhs in a "threatening manner."
Jenvey said, "Arafat is a world leader and the targeting of him by Muslims would mean the (Israelis) would get the blame and peace in the Mideast would ... have no chance or hope. The only way forward is to beat groups like (this).
"If Abu Hamza and the Egyptian wing of al-qaeda are targeting Arafat," Jenvey said, "the PLO have the right, as Arafat is their leader, to know about the threats ... People like Abu Hamza want to see fighting in the Mideast because of their own wish to control a major faith."
The British Broadcasting Corporation (BBC) reported that the United States alleges Hamza acted as an intermediary with a terrorist group which took 16 tourists hostage in the Yemen six years ago.
The U.S. also claims, the BBC reported, that Hamza provided support for terrorists, particularly al-Qaeda, and even attempted to establish a terror training camp in Oregon.
While Hamza denies any involvement in terrorism, he has always justified the attacks in New York and Washington in September 2001, the BBC reported.
Under current United Kingdom law, the BBC noted, Britain must seek U.S. agreement that no death penalty will be sought before any extradition is approved.
Jenvey had some advice for those concerned about this latest apparent threat from Hamza. "You should unite against terror and use the major faiths to teach men of war a lesson ... it's important that Arafat is given the same intelligence to protect him as (the Israeli leaders) as he's the leader of the Palestinian people not bin Laden or people like (Hamza)."
While this particular recording was not reported in British investigative journalist Neil Doyle's www.neildoyle.com new book "Terror Tracker," which documents his extensive efforts to infiltrate the inner workings of al-Qaida, many others recordings were.
On one tape Hamza was heard urging Muslim women to breed children for the purpose of creating suicide bombers. The recordings were handed over to authorities who are reported to be building a case for the radical cleric's extradition to the United States, Doyle said, where he has been indicted on 11 terrorism charges.
Hamza is being held at the high-security Belmarsh prison in east London pending a court hearing.
