The Tribunal sounds like the MIA ( Multi-National Investment Agreement ) to sign away the sovereignty to the global corporations which meant that govt couldnt legislate against their interests.
Then the IMF took it on board as part of their policy demands on countries that accepted big loans. the Tribunal has likely come from, a directive from the IMF. Poland as many other countries is a subject of the Dollar/Euro Empire. The dollar is owned mainly by European banking corporation/families.

For corporations ,the key to assured profit levels is either a monopoly or a captured market.

They are also have the Free press who sets brother against brother.
Should we allow the minority start the hostilities and conflict between us.?
Minority in Slavic countries are majority in press and they are loudly attacks friendship between Slavs, try to start war and disgorgement, and in result win the countries to their needs.
For example attack on Belarus, Russia in Polish TV.
Who benefits ?

Japan has to pay to USA, to remove soldiers from her country, when in Bulgaria, where is minority foreign minister; Bulgaria agrees to have USA bases for free. This is how to have the foreign government in Slavic country.

They have alot of debt. Permanent use to the US 'for Middle east and other nearby regions'. Russian Federation?

The growth of US military bases is getting a rather large statement.

Second largest religion is Muslim. They have their own orthodox church.

"In conversations with the leaders of the Soviet Union and Russia, the Western countries, including the United States, France, and Germany, promised not to deploy any NATO contingents in East European countries. However, we see that these assurances have not been supported by practical deeds," Kokoshin said.

The State Duma regularly discusses various responses to such decisions by the United States, Kokoshin said. "In particular, (the parliamentarians) regularly raise the issue of withdrawing from the Intermediate-Range and Shorter-Range Nuclear Forces Treaty," he said.

Besides, NATO will help rebuild an airbase in Amari in Estonia, the Estonian Defense Ministry press service said on Friday.
The base is located outside the capital city of Tallinn. It was earlier used as a strategic airfield by the Soviet Air Force when Estonia was part of the Soviet Unionhttp://news.xinhuanet.com/english/2006-04/30/content_4492698.htm

Prices of oil bring world the freedom. Thanks for high price of oil.

Oil producers that are ignoring U.S. wishes. China, negotiating for investments in nations such as Iran, Nigeria and Sudan.
Chinese President Hu Jintao followed his April 20 visit to the U.S. with a trip to Nigeria, Africa's biggest oil producer, to seek drilling rights.
Russian President Vladimir Putin resisted U.S. efforts to impose sanctions on Iran, as has China.
``It's Russia's energy development on its own assertiveness in foreign policy. There's a real sense that they don't need us very much, so they don't need to listen to us.''
Last year, Russia earned $117 billion from exports of oil and oil products, and another $32 billion from gas, government figures show.

Iran earned $45 billion in oil revenue in the year ended March 20, almost 50 percent more than it generated a year earlier
That income helps keep society calm and reformers at bay. ``High oil prices help the people who are in power to stay in power,'' increasing oil revenue has benefited some governments that are hostile to the U.S.
``High prices have supported some regimes that do not share our values,''
One such regime is in Venezuela, the U.S.'s third-biggest oil supplier. President Hugo Chavez has sought to throw his weight across Latin America, urging Colombia to renege on a free- trade accord it signed with the U.S. and tripling trade with Cuba since taking office in 1999. ``
``We're in the middle of a new wave of resource nationalism because these countries feel like they don't need any help'' from the U.S., ``This is a completely different world.''
