US missile shield plan suffers setback

US plans to install a missile defence shield in Europe _suffered a domestic setback on Wednesday after a congressional committee refused to provide funding for development of the contentious _system.

President George W. Bush had earlier this year asked Congress to approve $310m to start building part of a missile defence _system in Europe, including installing 10 missile interceptors on Polish soil and a forward radar in the Czech Republic.

The presidents of Russia, Turkmenistan and Kazakhstan agreed Saturday to build a new pipeline along the Caspian Sea coast to transport Turkmen natural gas to Western markets, the Interfax reported.

The deal was contained in a joint declaration issued after Russian President Vladimir Putin and his Kazakh and Turkmen counterparts, Nursultan Nazarbayev and Kurbanguly Berdymukhamedov, held talks in the Turkmen Caspian port of Turkmenbashi.

The declaration said the three former Soviet republics would start from the second half of 2008 to construct the landmark pipeline. The three countries will sign a treaty in September on this project.

In the declaration, the three presidents also announced an agreement with Uzbekistan to revamp the existing Soviet-era gas export pipeline linking Central Asia with Europe through Russia. The declaration was signed Wednesday by Uzbek President Islam Karimov.

Russian Industry and Energy Minister Viktor Khristenko told reporters in Turkmenbashi that the new pipeline and the upgraded existing one will form the largest gas transportation system in Central Asia.

The system is expected to have an annual capacity of 10 billion cubic meters by 2010, which could then reach up to 30 billion cubic meters, he said.

Putin told reporters that implementing the joint declaration not only is of great significance to the economic development of Russia, Kazakhstan and Turkmenistan, but also will have a vital impact on the European and world energy markets.

He said Turkmenistan will ensure timely and adequate natural gas supplies for the new Caspian Sea pipeline, but that does not mean Turkmenistan will not take part in the trans-Caspian Sea pipeline project proposed by the United States.

Meanwhile, he said Turkmenistan has sufficient natural gas resources to supply China, Iran and other markets.

There's a fight between East and West for the rich oil fields of Central Asia (Caspian Sea and Kavkhaz).
Europe and China and others put the eyes on the oil of the Caspian sea and Iran.

RUSSIA OFFERS MYANMAR HELP TO GO NUCLEAR
Sergei Kiriyenko, who is the head of Russia's Federal Atomic Energy Agency (Rosatom), and Myanmar's visiting science and technology minister, U Thaung, have agreed that Russia will help build a nuclear reactor in Myanmar, according to a May 16 report in "The Moscow Times." The daily quoted Rosatom as saying in a statement that the plan is to build a nuclear-power research center and light-water reactor, with a heat-generation capacity of 10 megawatts.
The reactor will use 20 percent-enriched nuclear fuel,
Myanmar, formerly known as Burma, has been under U.S. and international sanctions since 1990, when the military junta refused to accept the election victory of opposition leader Aung San Suu Kyi. FF

Russia in talks to join OECD

Russia is to begin talks on joining the Organisation for Economic Co-operation and Development, the Paris-based club of rich countries.

Ministers from the 30 existing members said yesterday they would open membership talks with Chile, Estonia, Russia, Israel and Slovenia.
