Judging from the last video (Train To Hell), that's how they normally operate.

 

... OK, I did some research. This model of locomotive (3TE10M) is a famous coal roller. Another video:

cinders or soot from the engine oil is burning I am sure

 

the reason for it the oil don't matching the engine or the oil refining attachments collapses

In American case, rolling coal is a form of protest against ecofascists and Prius owners. The other motive is getting more HP out or the engine by removing exhaust filters.
