Russian parliament calls for other nations to recognize support for terror as 'passive terrorism' punishable by law

The Russian parliament is preparing a message to other parliaments around the world, calling on them to officially recognize any "information support" of terrorism, such as justifying their actions in the media, as "passive terrorism." 
 
The head of the Russian Upper House Commission for Information Policy, Senator Aleksey Pushkov, first made this proposal as the Federation Council was discussing its statement on this week's assassination of Russian Ambassador to Turkey Andrey Karlov. 
 
Pushkov noted that some reporters and public figures in Western nations were describing Karlov's killer as a hero, and government officials of those nations were not reacting. 
 
"I suggest that we charge the Commission for Information Policy with the task to address the parliaments of foreign nations, the Council of Europe and the Inter-Parliamentary Union with a call to develop a definition under which information support to terrorism will be treated as a form of passive terrorism and punished in accordance with the law," he said. 
 
Upper House chair Valentina Matviyenko supported the proposal. 
 
Andrey Karlov was killed on Monday during an official event in the Turkish capital Ankara. His attacker, later identified as an off-duty policeman, shot the diplomat multiple times while shouting "Allahu Akbar" ("God is great" in Arabic). 
 
The killer made reference to the crisis in Aleppo, Syria after the shooting, saying that those involved in the Syrian conflict "will pay for it one by one." The assailant was later killed by Turkish Special Forces. 
 
The Russian Foreign Ministry has issued a statement in which it described the ambassador's killing as a terrorist attack. 
 
Most world leaders and journalists denounced the attack, but some used the opportunity to slam Russia and make controversial statements. A Ukrainian lawmaker called the ambassador's killer 'a hero' in a Facebook post, and a prominent Qatari journalist said the killing of the Russian ambassador to Turkey was a "human reaction" to what he said was Moscow's "barbarism" in war-torn Syria. 
 
A journalist from the New York Daily News, Gersh Kuntzman, called the late ambassador "an embodiment" of Russian foreign policy that, according to the journalist, involves various atrocities in Syria. He then went on to describe Karlov as "not a diplomat but a soldier," and compared the killing with the attack on Ernst vom Rath, a Nazi German diplomat, who the author erroneously called the ambassador to France.

Russian Foreign Ministry spokesperson Maria Zakharova demanded that the New York Daily News apologize for the article, and expressed her indignation over the fact that Kuntzman described the assassination as "justice served." 
 
"This very day, we [the Russian Foreign Ministry] are sending a letter to the editor-in-chief of the media outlet, which published this xenophobic article that contains justification for a terrorist act, to demand an apology," Zakharova wrote on her Facebook page. 
 
She also called on "anti-fascist organizations throughout the world" to give their opinions about the publication.

Russian forces enable aid delivery by repairing Syrian railroad

Russian forces have repaired a segment of the Syrian railway, allowing sufficient aid to be delivered to some areas deeply affected by the war in the country for the first time in years.
 
The Syrian government was able to send its first train to Latakia Province on the 65-kilometer stretch of rail that connects the port of Tartus to the town of Jableh on Sunday.
 
"A humanitarian cargo weighing 27 tons arrived by sea. It was loaded onto railway transport and will be delivered to Jableh, where it will be distributed locally among Syrians who are most affected by the fighting," said a spokesman for the Russian center for the reconciliation of opposing sides in Syria, Colonel Aleksandr Gubanov, on Monday.
 
Apart from halving the time required to send aid to the areas in need, using a train is also much safer than a road which is lined by dangers, he added.
 
Russian specialists made reconnecting the rail route possible by "setting up loading and unloading stations and picked [intact] cars to carry both humanitarian cargo and construction materials," said Russia's Colonel Aleksandr Dimitrenko.
 
"We look forward to the resumption of rail services and to further cooperation with the Syrian side," he noted.
 
Now that the humanitarian railway deliveries have been reestablished, the people of Latakia will be able to receive sugar, rice, pasta, canned fish and meat, sacks of flour, and drinking water.

"The Syrian people have been fighting against the terrorists for five years. Russia helps not only in the military and humanitarian spheres, but also restores the civilian infrastructure," said the director of the railway, Mudar al-Araj.
 
Since March 2011, Syria has been hit by militancy it blames on some Western states and their regional allies. Backed by Russian air cover, the Syrian military is engaged in an operation to rid the country of Daesh and other terrorist groups.
 
The so-called Syrian Observatory for Human Rights and United Nations Special Envoy for Syria Staffan de Mistura have put the death toll from the conflict at more than 300,000 and 400,000, respectively. This is while the UN has stopped its official casualty count in the Arab country, citing its inability to verify the figures it receives from various sources.

Russia's Kh-101 cruise missiles, which a Tupolev-95MSM bomber used against terrorists in Syria for the first time on Thursday, have a circular error probable of no more than seven meters, the editor-in-chief of the Arsenal Otechestva (Arsenal of the Fartherland) magazine, Viktor Murakhovsky told TASS.
 
Earlier, the Defense Ministry's official channel in YouTube made public a video showing these missiles in action against militants' positions in Syria.
 
"The missile has a combined homing system - inertial navigation, opto-electronic adjustment and other features. The maximum deviation from the target regardless of the distance is no greater than five-seven meters," Murakhovsky said.
 
The Kh-101 missile and its configuration armed with a special warhead Kh-102 is a new generation of high-accuracy long-range cruise missiles, he said.
 
"The radar-evasive missiles are manufactured on a new technological basis. All components are of Russian manufacture, in contrast to the missiles of previous generations, which incorporated parts manufactured in other former Soviet republics," Murakhovsky said.
 
The missile's guidance system has been upgraded.
 
"It is capable of receiving comprehensive information about the route and the target's coordinates. In contrast to the previous generation missiles it is re-targetable. Certain control points on the route and the targets it can hit are included in the program. A different target can be selected during the combat mission," he said.
 
The Tupolev-95MS strategic bomber has been upgraded precisely for using this new generation missile.
 
"It can carry eight such weapons. The pylons had to be redesigned and onboard electronics upgraded to make it possible to set flight tasks and perform other operations the use of the new missiles in combat may require," Murakhovsky said.

Russia Plans Permanent Naval Base In Syria

Russia is planning to keep and expand its supply base in Syria into a fully-fledged permanent naval base.
 
The facility located in the port city Tartus has long been used to resupply Russian warships during Mediterranean Sea missions.
 
The Russian Deputy Defence Minister General Nikolay Pankov said: "We are going to have a permanent Navy base in Tartus. We have prepared the paperwork, which is now being reviewed by other government agencies. The documents are pretty much ready, so we hope to submit them to you for ratification soon"

The Tartus facility has been in place since 1977. After the collapse of the Soviet Union it was used to resupply and repair Russian warships deployed to missions in the Mediterranean Sea, but did not serve as a permanent base for any of them.
 
Last week Russia confirmed delivery of an advanced anti-aircraft missile system to Tartus to protect the port facility and mooring warships from potential airstrikes and missile attacks.
 
The delivery came amid media reports that the Pentagon planned a massive cruise missile attack on Syrian airfields, which would dismantle Damascus' aerial capabilities.
 
The US accuses Syria and Russia of perpetrating war crimes in Syria over the offensive operation against militant forces in eastern Aleppo. Russia says the operation followed US failure to deliver on its promise to separate the so-called moderate rebels form terrorist forces in Aleppo and that Washington is playing the blame game to draw attention away from its failures.
 
Last week the Russian Parliament formally agreed to an indefinite deployment of its air force group in Syria.
 
The lower house of parliament ratified an agreement with Syria authorizing the deployment of a Russian air group at the Hmeimim airbase for an indefinite period of time.

The Qatar-Turkey pipeline is a proposed natural gas pipeline running from the Iranian-Qatari South Pars / North Dome Gas-Condensate field towards Turkey, where it could connect with the Nabucco pipeline to supply European customers as well as Turkey. 
 
One route to Turkey is via Saudi Arabia, Jordan, and Syria, and another is through Saudi Arabia, Kuwait and Iraq.
 
Syria's rationale for rejecting the Qatar proposal was said to be "to protect the interests of [its] Russian ally, which is Europe's top supplier of natural gas."
 
In 2012 an analyst cited by Ansa Mediterranean suggested that Qatar's involvement in the Syrian civil war was based in part on its desire to build a pipeline to Turkey through Syria:
 
"The discovery in 2009 of a new gas field near Israel, Lebanon, Cyprus, and Syria opened new possibilities to bypass the Saudi Barrier and to secure a new source of income. Pipelines are in place already in Turkey to receive the gas.

Let's get this straight. The U.S. is willing to risk war with Russia to protect the very people that they claimed took down the World Trade Centre on 9/11.

Be assured, the U.S. is gearing up for a full on war with Russia. Hillary Clinton will not press the reset button on good relations with Russia if she becomes President. She wants war.
 
This will be a catastrophic, future-shaping war, as the U.S. and it's globalist allies attempt to destroy the proponents of a multipolar world. Syria will become the first battleground of World War 3.

When pressured by the press to clarify it the US is setting up a "no-fly zone", Cook responded:
 
"It's not a 'no fly zone.'"
 
Pressed some more by the press, Cook conceded:
 
"You can label it what you want."
 
Asked if this means the US will shoot down Syrian and Russian jets trying to destroy Al Qaeda/Al Nusra and ISIS forces in Syria, Cook said:
 
"If need be we will send aircraft again to defend our forces."
 
Defend U.S. forces fighting side by side with the Kurds…and new allies Al Qaeda/Al Nusra?
 
Asked whether the U.S. policy is to shoot down a Syrian or Russian aircraft if it poses a threat to U.S. troops on the ground, Cook said:
 
"We're going to defend our forces on the ground, absolutely."
 
Another journalist asked, "Do you think the Syrian regime has the right to fly over its own territory?"
 
Same answer: "We will use our air power as needed to protect coalition forces [Al Qaeda] and our partnered operations."
 
Now that Aleppo is about to be reclaimed by the internationally recognized government of Syria, against foreign Al Qaeda/Al Nusra invaders, the US is setting up "no-fly" "exclusion" zones, to prevent Syrian forces to fly in their own territory.
 
Let's get this straight. The U.S. is willing to risk war with Russia to protect the very people that they claimed took down the WTC in 2001.
 
That about sums it up…oh and their is the small little detail of the US working diligently to finally clear a path (any path) for Saudi and Qatar gas to reach Europe via Syrian territory. Always follow the money.
 
The Independent reports that the United States and Russia held talks on Friday aiming to agree a new cessation of hostilities but did not achieve a resolution.
 
The US is leading a coalition including Britain and more than a dozen other nations (and Al Qaeda) that are targeting Isis with air strikes and backing rebels fighting the terrorist group on the ground.
 
But Russia, alongside Iran and China, is supporting President Assad and follows the Syrian government's designation of all opposition groups as "terrorists".
 
John Kerry, the US Secretary of State, said he and the Russian foreign minister Sergei Lavrov had established a "path forward" after nine hours of discussion in Geneva.
 
"We don't want to have a deal for the sake of the deal," Mr Kerry said. "We want to have something done that is effective and that works for the people of Syria, that makes the region more stable and secure, and that brings us to the table here in Geneva to find a political solution."

Konashenkov: Russia never received any coordinates form US on any terrorist organization or so-called "moderate opposition" in Syria

The Russian Defense Ministry on Sunday reaffirmed that Moscow has never received any maps or coordinates from the US regarding the areas where Jabhat al-Nusra, the ISIS or the so-called "moderate opposition" exist in Syria.
 
The Ministry's Spokesman Maj. Gen. Igor Konashenkov said in a press statement "The United States could not even fulfill its obligations under the US-Russian agreements," adding "Russia has not received any maps, objects' coordinates or any other intel on any terrorist organization in Syria, from ISIS to Jabhat al-Nusra terrorist organizations."
 
Konashenkov said that when journalists document targeting the neighborhoods of the city, the US holds Jabhat al-Nusra responsible for that, and when the Syrian army responds to the fire sources, the US talks about attacking the opposition by the Syrian army.
 
Commenting on US State Department spokesperson John Kirby's statement about the humanitarian pause in Syria, Konashenkov said that it underlines the difference between Russia's and the US' understanding of the pause's use.
 
He said "Such statements show that Moscow and the State Department have a different understanding of the 'use' of the humanitarian pauses."
 
Konashenkov went on saying "Throughout the whole anti-terrorist operation in Syria we are paying a special attention to the warring sides' reconciliation and delivery of humanitarian aid to the Syrians."
 
"In the last few months alone, Russia delivered more than 100 tons of the most necessary cargos to Aleppo - food, medicine and necessities. All the civilians of Aleppo received this aid, without any limits for the Western and Eastern parts," Konashenkov indicated.

Terrorist groups in Idlib province have abducted tens of Syrian children in the past three days and trafficked their body organs, fields sources said on Thursday.
 
 
 
The Arabic-language Al-Hadath news website quoted the sources as saying that some specific groups that have trained medics have kidnapped the children, mutilated their body organs and then left their corpses in remote areas or buried them. 
 
According to them, an Israeli officer in Turkey is waiting for the children's organs to be transferred to the black market for transplantation. 
 
The sources said that the medical teams of these groups have anesthesiologists, surgeons and a number of armed forces who abduct children and transfer them to safe areas for surgery in brand-new and fully equipped ambulances. 
 
Earlier reports, in November, also said that the children who have been rescued from the camps of Abdullah Muhammad al-Muhaysini, a senior al Qaeda-linked cleric and the religious leader of Jeish al-Fatah terrorist group, are now threatened with the danger of trafficking their body organs by the terrorists. 
 
Local sources in Idlib province told al-Akhbar newspaper that during the past two weeks, 15 people have been kidnapped from different districts, most of them children. 
 
Also, social media activists have released tens of messages and warned the Idlib residents of the possibility of abduction of their children and trafficking of their body organs by the terrorist groups, saying that most of the kidnapped children have been transferred to Turkey. 
 
Local sources in several districts of Idlib have reported that over 10 children have been abducted in different parts of the province, including Kafarouma, Jidar Bekalfoun, Atma, Jisr al-Shaqour and al-Fayqa by the militants. 
 
Also, a local source in Sarmada town North of Idlib said that "a number of militants driving a white van abducted a 10-year-old child but they faced the residents' resistance and were arrested but sources said that they were freed from Fatah al-Sham (formerly known as al-Nusra) prison the same day". 
 
According to reports, the exacerbation of security situation in Idlib has forced the residents to flee to Hama province in fear of their children's lives.
 
According to the report, the ISIL terrorists set up a medical team in Mosul headed by a German physician which exports the body organs to Syria and the Iraqi Kurdistan region for transplantation to its members or selling. 
 
Iraqi Ambassador to the United Nations Mohamed Alhakim had made the same revelations last year, saying that the ISIL terrorists are trafficking human organs and executed a dozen doctors for failing to go along with the program. 
 
Alhakim based his claim on the discovery of dozens of bodies left in shallow mass graves near the city of Mosul, currently an ISIL terrorists stronghold. Surgical incisions, along with missing kidneys and other body parts lead to an inescapable conclusion. "We have bodies. Come and examine them. It is clear they are missing certain parts," Alhakim revealed. He further described the carnage: 
 
"When we discover mass graves, we look at the bodies. Some of those bodies are killed by bullets, some of them by knives. But when you find pieces of the back is missing and the kidneys is missing, you will wonder what it is."

Halevy told the conference that the last three months have been the "most difficult" for ISIS since they first declared a caliphate, and he was quoted by Israeli news sources as saying, "Israel does not want the situation in Syria to end with the defeat of [Daesh]." 
 
The Israeli general said that, "Withdrawal of the superpowers from the region and letting Israel alone in front of Hezbollah and Iran that possess good abilities will put 'Israel' in a hard position. Therefore, we've got to do all we can so as not finding ourselves in such situation." 
 
Israeli officials have repeatedly voiced support for the idea that the terrorists of Daesh conquer the entire Syria than the "Iran-allied" government.

The Syrian army has repeatedly seized huge quantities of Israeli-made weapons and advanced military equipment from the foreign-backed militants.

The sulfur mustard gas that was used in terrorist attacks in Syria and Iraq might have been manufactured by Islamic State on its own, said Ahmet Uzumcu, head of the Organization for the Prohibition of Chemical Weapons (OPCW).
 
The OPCW experts analyzed samples of mustard gas, employed in the August 2015 attack, saying that there's ground to believe that "this substance may have been produced by ISIS (ISIL, IS, Daesh) itself," Uzumcu told AFP.
 
The officials stressed that the terrorist-made substance was "poor quality, but still harmful," adding that it was an "extremely worrying" development.
 
"Especially, given the fact that there are several foreign fighters in those countries, who may go back to their countries of origin one day.
 
This requires a high-degree of vigilance within our countries," Uzumcu said.
 
The OPCW chief stressed that there has been "more than 20"allegations of chemical weapons use coming from both the Syrian government and the so-called "moderate" rebels since August 1.
 
The sides blame each other for the "use of chlorine and unidentified agents in Aleppo and in northern parts of Syria," including Idlib, he said.
 
The OPCW received Syrian government's freshest reports of chemicals weapons used by the militants on Thursday, according to Uzumcu.

Recent developments suggest that the cooperation between ISIS and the US government goes both ways. Just days ago, the Nineveh Plain Protection Unit, a local Assyrian Christian militia, made an interesting discovery in the recently-liberated Iraqi city of Bakhdida, 19 miles from the city of Mosul. The militia acquired documents from a so-called Islamic State "mobilization center," which ISIS sets up in cities they control in order to mobilize the local population and train new recruits.
 
One of the documents found there explicitly tells ISIS fighters not to attack US coalition aircraft. The document itself reads: "It is strictly forbidden to shoot down, using any weapons whatsoever, any aircraft that is in the air, no matter what height they are flying at, even if the aircraft lands on the rooftop of houses." The decree was signed by local IS leader Abu Muawia.
 
Though the decree refers to all aircraft in the area, the only active military aircrafts in and around Mosul are US-coalition planes. If ISIS is so intent on holding onto Mosul in Iraq, why would they not try to defend their territory by any means necessary? Why are US coalition planes being excluded? The answer could lie in how coalition planes, tasked with hitting Islamic State targets, are frequently accused of hitting local militias and the Iraqi military instead, making their continued incompetence (or complicity, depending on your perspective) useful to the jihadist group.
 
For example, last month, a pro-government Iraqi militia was bombed by coalition planes near Mosul after they had successful repelled an ISIS offense, killing 21 and allowing ISIS to regain lost territory. The same has been true in Syria, where the US' "Anti-ISIS" bombing campaign allowed ISIS to triple their land-holdings, that is until Russia joined the conflict and actually began targeting ISIS encampments on behalf of the Syrian government.
 
As long as the US remains involved in military operations targeting ISIS, their true intentions will continue to remain dubious at best, especially if more evidence is uncovered that hints at coordination between the two.

China 'to upgrade Syria military ties'

China is to provide enhanced military cooperation with Syria, whose own military is involved in fighting a foreign-backed militancy in the country.
 
Guan Youfei, the Chinese military official charged with overseeing international cooperation, announced the development on Tuesday.
 
The official, who visited Syria for talks with Syrian Defense Minister Fahad Jassim al-Freij, said Beijing was seeking closer military ties with Damascus.
 
"The Chinese and Syrian militaries traditionally have a friendly relationship, and the Chinese military is willing to keep strengthening exchanges and cooperation with the Syrian military," he said.
 
Youfei also said the two sides had "reached a consensus" on the Chinese military providing humanitarian aid to Syrians, without elaborating.
 
The visit marks a new precedence, given China's refusal in the past to proactively concern itself with the Syrian conflict.
 
China has, meanwhile, been vocally backing Russia's anti-terrorism efforts in Syria, which has seen Moscow carrying out large-scale bombings of Takfiri militants there.

The visit also featured a meeting between the Chinese official and a Russian general, Russia Today reported.
 
The foreign-backed militancy in Syria, which enjoys vigorous Western support, has been plaguing the Arab country for the past five years, killing thousands and displacing millions.
 
Youfei, the Chinese official, meanwhile, reminded that his country, a permanent United Nations Security Council member, was insistently exploring diplomatic channels to find a political solution to Syria's crisis.

Body Organs of Over 18,000 Syrian Children Sold in Six Years

Director-General of the Syria Coroner's Office Hossein Noufel disclosed that the body organs of thousands of Syrian civilians have been sold in the international black markets over the past six years.
 
"We have accurate information that over 25,000 surgical operations have been conducted in the refugee camps of the neighboring countries and in the terrorist-controlled areas in Syria since 2011 to take out the body organs of 18,000 Syrians and sell them in the international black markets," Dr. Noufel said.
 
He pointed to the high prices of human body organs in the black markets, and said, "A kidney is sold $10,000 in Turkey while the same kidney is sold for $1,000 in Iraq, but in Lebanon and Syria the price of each kidney is $3,000."
 
Dr. Noufel said that other human body organs such as spleen and cornea are also sold in the black markets.
 
According to latest reports, the children who have been rescued from the camps of Abdullah Muhammad al-Muhaysini, a senior al Qaeda-linked cleric and the religious leader of Jeish al-Fatah terrorist group, are now threatened with the danger of trafficking their body organs by the terrorists.
 
Local sources in Idlib province told al-Akhbar newspaper that during the past two weeks, 15 people have been kidnapped from different districts, most of them children.
 
Also, social media activists have released tens of messages and warned the Idlib residents of the possibility of abduction of their children and trafficking of their body organs by the terrorist groups, saying that most of the kidnapped children have been transferred to Turkey.
 
The ISIL terrorist group is using organ harvesting as a way to finance its operations and save the lives of injured members, media reports said on Tuesday.
 
The Spanish daily El Mondo reported that facing the increased number of wounded members in the Syrian army and popular forces' attacks, the ISIL is using the body organs of its captives for transplantation.
 
According to the report, the ISIL also forces the prisoners in Mosul jails to donate blood and postpones the execution of those sentenced to death to use their blood as much as possible.
 
The ISIL doesn't merely use the organs of its captives and prisoners' bodies for transplantation to its members but it sells them to other countries as a lucrative business, it added.
 
Medical sources told El Mondo that the personnel in one of hospitals in Mosul have seen corpses of at least 183 people whose organs had been taken out of their bodies.
 
According to the report, the ISIL has set up a medical team in Mosul headed by a German physician which exports the body organs to Syria and the Iraqi Kurdistan region for transplantation to its members or selling.
 
Iraqi Ambassador to the United Nations Mohamed Alhakim had made the same revelations last year, saying that the ISIL is trafficking human organs and has executed a dozen doctors for failing to go along with the program.

BBC 4 Touts War Criminals who Beheaded Palestinian Child as "Moderate Syrian Rebels"

The BBC war propaganda machinery was busted, again, big time. BBC 4 released a video report, touting the very same members of the Nour al-Din al-Zenki gang who beheaded a Palestinian refugee child as moderate rebels who are fighting the "Syrian regime".

In July, the world was appalled when graphic images showed members of the Nour al-Din al-Zenki brigade, a group the United States and Britain designate as "moderate opposition", beheaded a 12-year-old from boy from a Palestinian refugee family who lived in a rebel-held area of Aleppo.
 
BBC News would post images of the war criminals in a report from July 21, 2016 stating:
 
Members of the Nour al-Din al-Zinki Movement are accused of killing him. The group said those responsible were handed over to a judicial committee, and denounced the killing as a "violation". ..
 
The US, which has provided military support to the Nour al-Din al-Zinki Movement in the past, said it was seeking more information on what it described as "an appalling report".
 
Less than four months later, BBC 4 NEWS, however, would post a report in which the very same individualsresponsible for the killing of the 12-year-old were touted as moderate Syrian "rebels" who are resisting the "Assad regime".
 
Not a word mentioned about the fact that promises, by the commanders of the Nour al-Din al-Zenki, had not held those who were responsible for the war crime accountable, these individuals were now touted as heroic "Syrian" resistance fighters in Aleppo.
 
The arguably criminal use of propaganda, by the BBC, pertaining the Syria war is, however, no novelty.
 
In June of 2012, BBC editor Jon Williams admitted that the BBC's coverage of the Houla massacre was based on "opposition based propaganda". Illegally, and without permission, the BBC used a photograph from the Italian photographer Marco Di Lauro, that depicted victims of an US bombing raid in Iraq, and passed it of as victims of the "Assad Regime" and the Syrian Arab Army.
 
In February, 2016, the BBC would tout Faylaq al-Sham commander Yaser Abdulrahim, for the occasion dressed up in a Free Syrian Army uniform as FSA commander.
