Ukraine and NATO have agreed to order a Naval flotilla to attempt to enter the Sea of Azov AGAINST RUSSIAN REGULATIONS - and try to dock at Mariupol, Ukraine.

Russia has explicitly stated that the Sea of Azov is OFF-LIMITS to NATO vessels.

This decision may result in naval warfare in the Black Sea between Russia and NATO naval forces if Russia declines to allow those vessels through its Kerch strait.

For its part, Russia allows commercial vessels to transit the Kerch Strait in order to make pick ups and deliveries to Ukraine at the ports of Mariupol and elsewhere, provided they notify Russian Coast Guard in advance, citing the name and registry of the ship, the cargo it is carrying and where it is heading. 

Ukraine finds these requirements insulting and, a little over two months ago, tried sending naval vessels through without the paperwork.

That resulted in a gun battle between the Ukraine vessels and the Russian Coast Guard.  Russia won.  The Ukraine vessels were impounded and towed to Kerch; their crews arrested and jailed for 60 days on charges of unauthorized entry into Russian territory.

Earlier this week, Ukrainian presidential aide Yury Biryukov announced that Kiev was again planning to send its ships through the Kerch Strait.

We’re going to do it no matter if the Russians like it or not. 

Moscow has repeatedly said it has no objections to Ukrainian warships traveling between the Black and Azov Seas through the Kerch Strait, but insists that it should be done in accordance with the agreed procedure when Kiev informs the Russian side of its navigation plans in advance. Russia also considers the presence of the US and NATO ships in the Black Sea as only serving to increase tensions and put Europe at risk of a military conflict.

" The U.S. Navy's dock landing ship Fort McHenry pulled into the Romanian port of Constanta on Monday for what officials term a "routine port visit" after transiting the Dardanelles Strait from the Mediterranean Sea the day before.

That makes Fort McHenry the first American warship to enter the Eastern European waterway since Russia seized three Ukrainian vessels on Nov. 25 in the Kerch Strait.

We routinely operate in the Black Sea consistent with international law and the Montreux Convention and will continue to do so, said Navy 6th Fleet spokesman Cmdr. Kyle Raines. "

" U.S. naval warship has arrived at a Romanian port, a show of force by the United States in the Black Sea, which Russia is closely watching.

The USS Fort McHenry is the first U.S. ship to enter the Black Sea since a naval standoff between Russian and Ukrainian forces near the annexed Crimea Peninsula in November.

Romanian and U.S. officials say the dock-landing ship arrived at the port of Constanta on January 7 and will remain there until January 10.

It will then hold joint sea maneuvers with a Romanian frigate in territorial and international waters

Russia should keep it simple and say any Nato ship coming into the Azov sea will be sunk.

USS Fort McHenry was been quarantined at sea for two months [since around the time it was in the Black Sea.]
